St Bede's Charter

St. Bedes was formed to provide an email list for Anglicans and their friends world wide. The list shall be governed by Christian principles,encourage its members to share their experiences, prayers requests, and participate in Christian fellowship.

May each subscriber be blessed in their participation and may God Almighty bless the list.

"The Charter of the St Bedes List

1] The Lists Via Caritas shall be organized as two lists.
stbedes@list.via-caritas.org is open posting.
Those who are subscribed to it may post to the vestry list, vestry@list.via-caritas.org to communicate with the vestry. Only members of the list vestry and the clerk shall receive messages sent to that list.

2] List Vestry
Vestry members are expected to actively read the main list and the vestry list.
The Vestry shall be comprised of seven (7) elected members with voice and vote, and two (2) Ex Officio members with voice but no vote.Elected Members:
There shall be one member elected from each of the regions represented on the list: the US, Canada, Europe and the remainder of the world and three (3) Members at Large.Ex Officio Members:
A representative of Dragon Networks, appointed by them, shall act as an advisor to the Vestry list. A Clerk may be appointed by the Vestry.Term of Office:
Vestry members shall serve a term of two years beginning on Advent I.
Members elected as regional representatives shall be elected in even numbered years. Members at Large shall be elected in odd numbered years. No
one may serve more than two (2) consecutive terms on the Vestry.The vestry shall elect a clerk and a convenor, who shall carry out duties agreed by the vestry, leading its work and reporting business and
election results to the list.

3] Elections
The vestry shall appoint two (2) tellers at least three (3) weeks prior to any election. The tellers shall count all votes and report the results of the election to the vestry.

Eligibility :
Any member, subscribed to the list at the time an upcoming election or vote is formally announced to the list, shall be eligible to nominate, be nominated, and to vote on any item the vestry presents to the list.All eligible members may vote for all seven positions. In the event of a tie, it shall be resolved with a run-off election lasting one week.The vestry may call for such Special Elections as it deems necessary.

For Special Election Only, The candidate with the highest vote count in each region, CAN, UK, USA, World, and the three (3) next highest votes overall, shall be deemed elected. In the event of a tie in any region, both will be deemed elected, one filling one of the At Large positions.

In the event of a tie for the third At Large position a runoff election lasting one week shall be held.

Those elected to regional positions in 2002 (Canada-Sheila, UK-Sally, USA-Carol, World-Gaynor) will serve until Advent I, 2004.
Those elected to At Large positions (Gary, Glenn, Jeffry) will serve until Advent I, 2003The Vestry shall elect a replacement to fill the unexpired term of a vacancy after requesting nominations from the list. They must fill a regional vacancy with someone from that region.

4] Vestry Duties
The vestry shall consider complaints related to the running of the list. They shall notify members, publicly or privately, of inappropriate posts to the list. The vestry shall act as needed to curb such posts. In extreme cases, this may include unsubscribing members.The vestry may declare a subject matter off-limits. They may also declare any thread ended and off-limits for a given period of time.

5] Documents
The Vestry shall maintain the Charter, St Bedes ByLaws, a FAQ, and the Vestry's Rules of Procedure (VRoP).
All these shall be available on the website.

6] Amendments
The Charter, or St Bedes ByLaws, may be amended by a two-thirds vote of the eligible, voting members.
Amendments to the Vestry's Rules of Procedure shall be decided by vestry and announced to the list.
